Ministry of Emergency Situations of Khabarovsk region of Russia announced that water level in Amur river is down by 16 cm (to 692 cm) on October 1. Water recedes, but problems remain. More than 1200 houses in Komsomolsk-on-Amur outskirts are under water, more than 13,500 people are living in disaster area. Region authorities started to provide one time assistance of 10,000 roubles ($310) for disaster victims. Long queues are formed to get this help.
